City of Everett 00 2213 - 1 <br />2024 WPCF Biosolids Removal UT 3826-2 <br /> <br /> <br />00 2213 - 1 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br /> <br />SECTION 00 2213 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />PART 1 - GENERAL <br />1.1 GENERAL <br />A. It is the intent of City to award a contract to the lowest responsive and responsible <br />Bidder. Before award, the Bidder must also meet the supplemental bidder <br />responsibility criteria listed below. Further, the apparent low Bidder and second <br />apparent low bidder must submit the Bidder Qualification Statement (Section 00 <br />4513) and any other documentation listed below to the City within one business <br />day after the bid opening, unless the City’s project manager, in writing, allows <br />additional time. The City reserves the right to require such documentation from <br />other bidders also. <br />1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br />A. Experience <br />1. Criteria: <br />a. The Bidder must have successfully completed at least three (3) Similar <br />Projects within the ten (10) years prior to bid opening. <br />b. The Bidder’s project manager for the Project must have successfully <br />supervised to completion at least three (3) Similar Projects within the <br />ten (10) years prior to bid opening. <br />c. The Bidder’s superintendent for the Project must have successfully <br />supervised to completion at least three (3) Similar Projects within the <br />ten (10) years prior to bid opening <br />d. The Bidder’s principal foreman for the Project must have successfully <br />supervised to completion at least three (3) Similar Projects within the <br />ten (10) years prior to bid opening. <br />2. Definition of Similar Project: <br />a. A “Similar Project” means a project that meets all of the following <br />requirements: <br />1) Awarded total contract value of at least $500,000. <br />2) Dredging and dewatering of at least 1,000 dry tons of wastewater <br />lagoon residuals. <br />3. Documentation: The Bidder shall submit the Bidder Qualification Statement <br />as provided in Section 00 4513. The City may also use independent <br />sources of information that may be available to demonstrate whether the <br />Bidder is in compliance with these criteria. <br />4. Evaluation: In evaluating whether these criteria are met, the City may check <br />references for the previous projects and may evaluate the project owner’s
