City of Everett 00 2113 - 2 <br />2024 WPCF Biosolids Removal UT 3826-2 <br /> <br /> <br />00 2113 - 2 INSTRUCTIONS TO BIDDERS <br />2. UBI. Have a current Washington Unified Business Identifier (UBI) number; <br />and <br />3. State Requirements. If applicable: <br />a. Have Industrial Insurance (workers’ compensation) coverage for the <br />bidder’s employees working in Washington, as required in Title 51 <br />RCW; <br />b. Have a Washington Employment Security Department number, as <br />required in Title 50 RCW; and <br />c. Have a Washington Department of Revenue state excise tax <br />registration number, as required in Title 82 RCW. <br />4. Disqualification. Not be disqualified from bidding on any public works <br />contract under RCW 39.06.010 or 39.12.065(3). <br />5. Prevailing Wage Training. Unless Bidder has completed three or more <br />public works projects and had a valid business license for three or more <br />years, Bidder must have received Department of Labor and Industries <br />training on the requirements related to public works and prevailing wage <br />under RCW 39.12 and RCW 39.04. <br />5. Certification of Wage Compliance. Within the three-year period immediately <br />preceding the date of the bid solicitation, not have been determined by a <br />final and binding citation and notice of assessment issued by the department <br />of labor and industries or through a civil judgment entered by a court of <br />limited or general jurisdiction to have willfully violated, as defined in RCW <br />49.48.082, any provision of chapter 49.46, 49.48, or 49.52 RCW. <br />6. Apprentices. If the Project is subject to the apprenticeship utilization <br />requirements in RCW 39.04.320, not have been found out of compliance by <br />the Washington state apprenticeship and training council for working <br />apprentices out of ratio, without appropriate supervision, or outside their <br />approved work processes as outlined in their standards of apprenticeship <br />under chapter 49.04 RCW for the one-year period immediately preceding <br />the date of the bid solicitation. <br />1-02.1(2) Supplemental Bidder Responsibility Criteria <br />If this Project is subject to supplemental bidder responsibility criteria, then such <br />criteria will be contained in SECTION 00 2213, SUPPLEMENTAL <br />INSTRUCTIONS TO BIDDERS. If there is no SECTION 00 2213, <br />SUPPLEMENTAL INSTRUCTIONS TO BIDDERS in the bid package, then the <br />Project is not subject to supplemental bidder responsibility criteria. <br />1-02.2 Plans and Specifications <br />Information as to where bid documents can be obtained or reviewed will be found <br />in the Call for Bids (Advertisement for Bids) for the Work.
