<br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN:
<br />Section 1. The recitals above are hereby adopted as findings, conclusions, and determinations in
<br />support of this ordinance.
<br />Section 2. EMC 14.08.135 is amended to add:
<br />Effective January 1, 2024:
<br />In addition to utility permit charges for sewer service, water service, and stormwater
<br />and any inspection charges, there is hereby imposed, on the owners of properties, special
<br />system development charges in the following amounts:
<br />1.Water and Sewer System Development Charges
<br />*Domestic/Fire combination meter for Single Family Residences and Duplexes reviewed
<br />under the International Residential Code, upsized due to the addition of a fire sprinkler
<br />system.
<br />The above table contains charges for inside City-limits. Areas outside City limits, but
<br />connected to the City’s water and sewer system, shall be charged the inside-City-limits
<br />charge plus (unless otherwise required by law) a 25% surcharge.
<br />2.Stormwater System Development Charge. In addition to water and sewer system
<br />development charges, there shall be a stormwater system development charge based
<br />on square footage of impervious surface area imposed on development within city
<br />limits that contributes stormwater to the stormwater drainage system or to a receiving
<br />water body or receiving waters*:
