41 40 • 11/ and within sixty (60) days thereafter prepare a new charter for said city by altering, revising, changing, adding to or repealing the exi&ng charter together with any amendments thereto and to file the same with the City Clerk. Section 2. That not more than thirty (30) days and not less than twenty (20) days prior to the day of said election declarations of candidacy for the office of such freeholders shall be signed by the candidate in the presence of and filed with the City Clerk of said city. Section 3. Every voter at such election desiring to vote in favor of the proposition of the preparation of ai new charter by altering, revising, changing, adding to or repealing the existing city charter by fifteen .(15) freeholders to be elected for that pur- pose shall do so by operating the lever on the voting machine over the following statement of the proposition, to-wit: IN FAVOR of the proposition of altering, revising, changing, adding to or repealing the existing charter by. fifteen (15) free- holders to be elected for that purpose.
