CITY OF EVERETT - CITYWIDE BICYCLE WAYFINDING <br />STATE FUND# HLP-PB21(014) <br />WO#3786 September 25, 2023 <br /> 1 <br />COE INTRO.rtf 1 <br />INTRODUCTION TO THE SPECIAL PROVISIONS 2 <br /> 3 <br /> 4 <br /> (December 10, 2020 APWA GSP) 5 <br /> 6 <br />The work on this project shall be accomplished in accordance with the Standard Specifications 7 <br />for Road, Bridge and Municipal Construction, 2023 edition, as issued by the Washington State 8 <br />Department of Transportation (WSDOT) and the American Public Works Association (APWA), 9 <br />Washington State Chapter (hereafter “Standard Specifications”). The Standard 10 <br />Specifications, as modified or supplemented by these Special Provisions, all of which are 11 <br />made a part of the Contract Documents, shall govern all of the Work. 12 <br /> 13 <br />These Special Provisions are made up of both General Special Provisions (GSPs) from 14 <br />various sources, which may have project-specific fill-ins; and project-specific Special 15 <br />Provisions. Each Provision either supplements, modifies, or replaces the comparable 16 <br />Standard Specification, or is a new Provision. The deletion, amendment, alteration, or addition 17 <br />to any subsection or portion of the Standard Specifications is meant to pertain only to that 18 <br />particular portion of the section, and in no way should it be interpreted that the balance of the 19 <br />section does not apply. 20 <br /> 21 <br />The project-specific Special Provisions are not labeled as such. The GSPs are labeled under 22 <br />the headers of each GSP, with the effective date of the GSP and its source. For example: 23 <br /> 24 <br /> (March 8, 2013 APWA GSP) 25 <br /> (April 1, 2013 WSDOT GSP) 26 <br /> (May 1, 2013 City of Everett GSP) 27 <br /> 28 <br />Also incorporated into the Contract Documents by reference are: 29 <br />· Manual on Uniform Traffic Control Devices for Streets and Highways, currently adopted 30 <br />edition, with Washington State modifications, if any 31 <br />· Standard Plans for Road, Bridge and Municipal Construction, WSDOT/APWA, current 32 <br />edition 33 <br />· Design and Construction Standards & Specifications for Development, City of Everett, 34 <br />current edition 35 <br /> 36 <br />Contractor shall obtain copies of these publications, at Contractor’s own expense. 37 <br /> 38 <br />DIVISION1.GR1 39 <br />Division 1 40 <br />General Requirements 41 <br /> 42 <br />FDESWORK1.FR1.docx 43 <br />(March 13, 1995) 44 <br />This Contract provides for the improvement of *** removing 1,500 square feet of plastic 45 <br />crosswalk marking, 3,655 linear feet of plastic line, and 2 plastic traffic markings; installing 46 <br />plastic pavement markings, including 73 custom bike pavement markings, 2,625 square feet 47 <br />of green and white plastic crosswalk marking, and 400 linear feet of plastic line; and installing 48 <br />218 bicycle wayfinding signs along 14 miles of bike routes; *** and other work, all in 49 <br />accordance with the attached Contract Plans, these Contract Provisions, and the Standard 50 <br />Specifications. 51
