CITY OF EVERETT - CITYWIDE BICYCLE WAYFINDING
STATE FUND# HLP-PB21(014)
WO#3786 September 25, 2023
9
1-02.15.RTF 1
1-02.15 Pre Award Information 2
(December 30, 2022 APWA GSP) 3
4
Revise this section to read: 5
6
Before awarding any contract, the Contracting Agency may require one or more of these 7
items or actions of the apparent lowest responsible bidder: 8
1. A complete statement of the origin, composition, and manufacture of any or all 9
materials to be used, 10
2. Samples of these materials for quality and fitness tests, 11
3. A progress schedule (in a form the Contracting Agency requires) showing the order of 12
and time required for the various phases of the work, 13
4. A breakdown of costs assigned to any bid item, 14
5. Attendance at a conference with the Engineer or representatives of the Engineer, 15
6. Obtain, and furnish a copy of, a business license to do business in the city or county 16
where the work is located. 17
7. Any other information or action taken that is deemed necessary to ensure that the 18
bidder is the lowest responsible bidder. 19
20
1-03.GR1 21
1-03 Award and Execution of Contract 22
23
1-03.1.RTF 24
1-03.1 Consideration of Bids 25
(December 30, 2022 APWA GSP) 26
27
Revise the first paragraph to read: 28
29
After opening and reading proposals, the Contracting Agency will check them for 30
correctness of extensions of the prices per unit and the total price. If a discrepancy exists 31
between the price per unit and the extended amount of any bid item, the price per unit will 32
control. If a minimum bid amount has been established for any item and the bidder’s unit 33
or lump sum price is less than the minimum specified amount, the Contracting Agency will 34
unilaterally revise the unit or lump sum price, to the minimum specified amount and 35
recalculate the extension. The total of extensions, corrected where necessary, including 36
sales taxes where applicable and such additives and/or alternates as selected by the 37
Contracting Agency, will be used by the Contracting Agency for award purposes and to fix 38
the Awarded Contract Price amount and the amount of the contract bond. 39
40
1-03.1(1).RTF 41
1-03.1(1) Identical Bid Totals 42
(December 30, 2022 APWA GSP) 43
44
Revise this section to read: 45
46
After opening Bids, if two or more lowest responsive Bid totals are exactly equal, then the 47
tie-breaker will be the Bidder with an equal lowest bid, that proposed to use the highest 48
percentage of recycled materials in the Project, per the form submitted with the Bid 49
Proposal.
