CITY OF EVERETT - CITYWIDE BICYCLE WAYFINDING <br />STATE FUND# HLP-PB21(014) <br />WO#3786 September 25, 2023 <br /> 28 <br />personal property from areas signed “No Trespassing”, and to address all 1 <br />biological and associated physical hazards present on the project. Necessary 2 <br />worker training, on and off site preparations, and personal protective equipment 3 <br />shall be provided by the Contractor to complete this Work. If aggressive or 4 <br />violent individuals are encountered, the Contractor shall notify the local law 5 <br />enforcement agency to assist them in clearing the Work area. 6 <br /> 7 <br />Site cleanup of individual areas identified in the Health and Safety Plan shall be 8 <br />performed no more than 30 days in advance of performing other Work in each 9 <br />area. 10 <br /> 11 <br />The refuse generated by the site cleanup shall become the property of the 12 <br />Contractor and shall be removed from the project. Personal property shall be 13 <br />handled as required by this Specification and applicable laws. 14 <br /> 15 <br />Removal, Storage and Return of Personal Property 16 <br />Personal property may include radios, audio and video equipment, sleeping 17 <br />bags, tents, stoves and cooking utensils, lanterns, flashlights, bed rolls, tarps, 18 <br />foam, canvas, mats, blankets, pillows, medication, personal papers, 19 <br />photographs, books and other reading materials, luggage, backpacks or other 20 <br />storage containers, clothing, towels, shoes, toiletries and cosmetics, clocks and 21 <br />watches, and eye glasses. Personal property does not include building 22 <br />materials such as wood products, metal, or rigid plastic. 23 <br /> 24 <br />Personal property items that are not refuse, contaminated, illegal or hazardous 25 <br />shall be removed from the Work area and stored at a location near the project 26 <br />site for return to the property owner. Items shall be placed in large transparent 27 <br />plastic bags and stored in a manner that protects them from adverse weather 28 <br />and theft. Reasonable efforts shall be made to place all items from each 29 <br />encampment into a separate bag. Each bag shall be labeled with an inventory 30 <br />to include a brief description of the contents, a description of the location that it 31 <br />was removed from, and the date that it was removed from the Work area. The 32 <br />Contractor shall not open closed items of personal property unless, in its 33 <br />determination, it is necessary to do so to protect public safety. 34 <br /> 35 <br />The Contractor shall retain the property for 70-days. 36 <br /> 37 <br />If the name and contact information of the owner of a personal property item is 38 <br />identified on that item, then for a period of not less than 10-days after removing 39 <br />the property from the Work area, the Contractor shall attempt to notify the 40 <br />apparent owner of the property and make arrangements for the owner to claim 41 <br />the property. 42 <br /> 43 <br />The Contractor shall release the property to any individual who claims ownership 44 <br />provided they are able to establish ownership by identifying the property and its 45 <br />approximate location. The Contractor shall maintain a record of all property that 46 <br />is claimed. The record shall include a description of the property, the date 47 <br />claimed, and the name of the claimant. 48 <br /> 49 <br />If personal property is not claimed within 70-days of removal from the 50 <br />encampment, then the property shall become the property of the Contractor and 51 <br />shall be removed from the project. 52
