Dust control measures will be applied as needed to fugitive dust from leaving the site in accordance with state and local permit requirements. Dust Control measures should be in place prior to work which has the potential to create dust. The contractor shall note proposed work,weather and soil conditions, and other factors as needed to anticipate potential dust problems. Alternate soil stabilization BMPS are included in Appendix C as a quick reference tool for the on-site inspector in the event the BMP listed above is deemed ineffective or inappropriate during construction to satisfy the requirements set forth in General NPDES permit(Appendix D).To avoid potential erosion and sediment control issues that may cause a violation of the NPDES Construction Stormwater permit, the Certified Erosion and Sediment Lead will promptly initiate the implementation of one or more of the alternate BMPs listed in Appendix C after the first sign that existing BMP are ineffective or failing. The project site is located west of the Cascade Mountain Crest. As such, no soils shall remain exposed and unworked for more than 7 days during the dry season (May 1 to September 30) and 2 days during the wet season (October 1 to April 30). Regardless of the time of year, all soils shall be stabilized at the end of shift before a holiday of weekend if needed based on weather forecast. In general, cut and fill slopes will be stabilized as soon as possible, and soil stockpiles will be temporarily covered with plastic sheeting. All stockpiled soils shall be stabilized from erosion, protected with sediment trapping measures, and where possible, be located away from storm drain inlets,waterways, and drainage channels. 3.1.6 Element#6—Protected Slopes All cut and fill slopes will be designed, constructed,and protected in a manner that minimizes erosion. The following specific BMPs may be used to protect slopes for this project: BMP C120: Temporary and Permanent Seeding BMP C121: Mulching BMP C123: Plastic Covering BMP C130: Surface Roughening BMP C200: Interceptor Dike and Swale BMP C207: Check Dams Cover measures should be applied to exposed slopes as soon as possible following the completion of excavation. Interim cover measures may be required if rain is anticipated during periods when large or long slopes are exposed. Plastic sheeting may be used as a temporary cover measure but is not specifically called out on the plans. 9
