The <br /> groundwater sampling described in the accompanying report was performed to demonstrate compliance <br /> with the Model Toxics Control Act(MTCA)following the soil cleanup of the Site under the Voluntary Cleanup <br /> Program (VCP). <br /> Soil contamination at the Site identified in the Remedial Investigation (RI) and the subsequent data gaps <br /> assessment resulted from fill soil that was historically imported to the Site(southern section)and apparent <br /> historic surface releases to soil from sawmill equipment and/or machinery (northern section) during <br /> machinery operation, log storage and lumber processing when the sawmill was operational. <br /> Environmental site characterization and remedial actions at the Site began in 2016 and continued through <br /> 2021, as follows: <br /> 2015 - 2017: Phase I and Phase II Environmental Site Assessments (ESAs). The results of the <br /> Phase I and II ESAs are presented in reports previously submitted to Ecology: "Phase I <br /> Environmental Site Assessment, Former Smith Street Sawmill, 3600 Smith Avenue, Everett, <br /> Washington" prepared for City of Everett, dated October 27, 2016; "Phase II Environmental Site <br /> Assessment, Former Smith Street Sawmill Property, 3600 Smith Avenue, Everett, Washington" <br /> prepared for City of Everett, dated January 3, 2017. <br /> 2017 - 2018: Remedial Investigation (RI)and Cleanup Action Plan (CAP).The results of the RI and <br /> CAP are presented in the reports previously submitted to Ecology: Remedial Investigation Report, <br />
