Exhibit B - 16 <br />IX. Licensing and Program Standards <br />The Subrecipient agrees to comply with all applicable Federal, State, County or Municipal standards <br />for licensing, certification and operation of facilities and programs, and accreditation and licensing <br />of individuals, and any other standards or criteria as described in the Agreement to assure quality <br />of services. <br />X. Budget Adjustments <br />A. The City reserves the right to withdraw such funds as the City may deem appropriate at any time <br />while this Agreement is in effect from the Budget of the Subrecipient if the Subrecipient is not in <br />the opinion of the City spending at a reasonable rate, is not providing services at a level <br />consistent with the approved Agreement, is not providing proper reports, or is not maintaining <br />adequate records <br />B. The City shall notify the Subrecipient in writing of a proposed transfer, at least ten (10) working <br />days before the actual transference occurs. <br />XI. Local Financial Support <br />This Agreement shall not be utilized to reduce substantially the amount of local financial support for <br />community development activities below the level of such support prior to the availability of such <br />assistance. <br />XII. Budget Surplus <br />The Subrecipient agrees that funds determined by the City of Everett to be surplused at the end of <br />the year within the budget of this Agreement will be subject to cancellation by the City of Everett and <br />may be negotiated if they are to be included in future Agreements. <br />XIII. Assignment and/or Subcontracting <br />The Subrecipient shall not assign or subcontract any portion of the services provided within the <br />terms of this Agreement without obtaining prior written approval from the City. All terms and <br />conditions of this Agreement shall apply to any approved subcontract or assignment related to the <br />contract. <br />XIV. Standards for Fiscal Accountability <br />A. The Subrecipient agrees to maintain books, records, documents, accounting procedures, and <br />practices which accurately reflect all direct and indirect costs related to the performance of this <br />Agreement. Such fiscal books, records, documents, reports and other data shall be retained in a <br />manner consistent with the "Budgeting, Accounting, Reporting System for Counties and Cities, <br />and Other Local Governments", hereinafter referred to as "BARS", as issued by the Office of <br />State Auditor, State of Washington.
