November 29, 2023 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., November 29, <br />2023, by President Stonecipher. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Zarlingo, and Stonecipher were present. Council Member Vogeli was expected to be a few <br />minutes late. Council Member Tuohy was excused. <br />Council Member Rhyne led the Pledge of Allegiance. <br />Council Member Zarlingo recited the land acknowledgement. <br />The minutes of the November 15, 2023, meeting were approved. <br />Council Member Vogeli arrived at 6:32 p.m. <br />MAYOR <br />APPOINTMENT – SNO911 BOARD <br />Moved by Council Member Schwab, seconded by Council Member Zarlingo, to appoint Police <br />Chief John DeRousse as a board member to the Sno911 Police Caucus. <br />Roll was called with all council members voting yes, except Council Member Tuohy who was <br />excused. <br />Motion carried. <br />Mayor Franklin also provided condolences to the family of the teen shot at Henry M. Jackson <br />Park and provided an update on prevention of gun violence and violent crime. <br />PUBLIC COMMENT <br />Written comments were received by forty (40) members of the public, and the following <br />members of the public spoke: Frank Diss, Sonja Bodge, Tom Hoban, Tammy Dunn, Matt Frazier, <br />Ethan Coffey, Ed Glazer, Chelsea Gray, and Michael Wallace.
