November 29, 2023 <br />2 <br /> <br />COUNCIL <br /> <br />Comments and liaison reports were provided by council members. <br /> <br />Council Member Rhyne requested briefings on the styrofoam ban and the noise ordinance. <br /> <br />Council Member Vogeli requested an update on electricity at the Faith Family Village pallet <br />shelter and an animal control issue. <br /> <br />Council Member Schwab requested an update on the Sievers Duecy pallet shelter. <br /> <br />Council Member Fosse requested an update on cold weather shelter capacity. <br /> <br />President Stonecipher made a motion to work with the Mayor and staff to consider creating an <br />advisory committee to study the Everett Stadium Project. Council Member Schwab seconded. <br /> <br />President Stonecipher made a motion to work with City Attorney to draft an ordinance to <br />preclude a person from serving on the City Council if they hold another paid elected position. <br />Council Member Zarlingo seconded the motion. Discussion ensued regarding the motion <br />presented by President Stonecipher. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson provided updates on citizen comments from the <br />previous meeting. She stated next week there will be an emergency ordinance to address pallet <br />shelter use at Clare’s Place. She also addressed comments provided by Council this evening. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David Hall had no update. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to approve the <br />following consent items: <br /> <br />RESOLUTION - CLAIMS <br /> <br />To adopt Resolution No. 7954 authorizing claims against the City of Everett in the amount of
