City of Everett Stadium Amphitheater Park Project Scope of Work Page 7 <br /> <br />It is important to understand that once the analysis by the subject matter experts has begun, there <br />should be no substantive revisions to the project description or there is a risk that the technical <br />reports will need to begin again which will impact scope, budget, and schedule. <br /> <br />Deliverables: <br />• Draft Project Description <br />• Final Project Description <br />Assumptions: <br />• One (1) round of City Team review. <br />• City consolidates all City comments prior to submitting to ESA. <br />• The project description will be finalized within three (3) weeks of Notice to Proceed by the <br />City with input from the ESA and will not change after the initial confirmation. <br />Subtask 2.2 Project Alternative Development <br />The EIS must evaluate reasonable alternatives that could feasibly attain the proposal’s objective <br />and are within a jurisdictional agency’s authority to control. The City has requested that two (2) <br />Action Alternatives and a No Action Alternative be presented to the public in the Scoping Notice. <br />The City requested the following Alternatives: <br />• No Action Alternative <br />• Action Alternatives: <br />o Alternative 1: Funko Field <br />o Alternative 2: Smith & Wall <br />After Scoping is complete, ESA will consult with the City Team to determine if the Alternatives <br />need to be revised or refined. <br /> <br />Deliverables: <br />• Draft Description of Alternatives <br />• Final Description of Alternatives <br />Assumptions: <br />• The EIS should include a discussion of the "affected environment" for each of the <br />alternatives (WAC 197-11-440 (6) and WAC 197-11-430 (2)(e)). The elements of the built and <br />natural environment to be discussed are listed in WAC 197-11-444. <br />• There will be no more than two (2) Action Alternatives and a No Action Alternative. <br />• Alternatives to be evaluated in the DEIS will be refined based on scoping comments. <br />• One (1) round of City Team review. <br />• City consolidates all City staff comments prior to submitting to ESA. <br />• The Alternatives will be finalized within three (3) weeks of Notice to Proceed by the City <br />with input from the ESA.
