City of Everett Stadium Amphitheater Park Project Scope of Work Page 8 <br /> <br />• The scope, budget, and/or schedule will be revised accordingly to match the final <br />Alternatives as per City Team instructions. <br />Subtask 2.3 Issuance of Determination of Significance (DS) and Notice of Scoping <br />Upon completion of the project description and initial description of the Alternatives, the City SEPA <br />Responsible Official may issue a SEPA threshold determination. It is assumed that the threshold <br />determination will be a Determination of Significance as per WAC 197-11-736 as stated below: <br />Determination of significance (DS). <br />"Determination of significance" (DS) means the written decision by the responsible official of the lead <br />agency that a proposal is likely to have a significant adverse environmental impact, and therefore an <br />EIS is required (WAC 197-11-310 and 197-11-360). The DS form is in WAC 197-11-980 and must be <br />used substantially in that form. <br /> <br />The ESA Team will provide a draft DS and Notice of Scoping form for the City Team to review. The <br />final version for the City to sign and issue and post on the Ecology SEPA Register will be provided <br />after comments from the City have been integrated. <br /> <br />Deliverables: <br />• Draft DS and Notice of Scoping <br />• Final DS and Notice of Scoping <br />Assumptions: <br />• The SEPA Responsible Official will issue a DS. <br />• The City Team will post to the Ecology SEPA register and prepare for distribution to <br />appropriate jurisdictional agencies as described in the Public Outreach and Engagement <br />process. <br />• One (1) round of City Team review. <br />• The City will consolidate all City staff comments prior to submitting to ESA. <br />Subtask 2.4 Scoping Comment Management <br />The City Team will collect all scoping comments and provide those comments to the ESA Team to <br />produce the Scoping Summary Report. <br /> <br />Assumptions: <br />• The City will compile Scoping comments received via email and hard copy (received at the <br />public meeting and mail). <br />• All hard copy comments will be scanned (readable) and sent to ESA electronically. <br />• No more than 50 comments from individuals or agencies will be received during Scoping. <br />Additional comments may require a change to the scope and budget.
