City of Everett Stadium Amphitheater Park Project Scope of Work Page 16 <br /> <br /> <br />• Intersection Operations: F&P will evaluate intersection delay and level of service (LOS) at all <br />study intersections during the time period identified for analysis. The analysis will be <br />completed using Highway Capacity Manual (HCM) 6th Edition methodologies and the Synchro <br />software package to complete the analysis. <br />• Transit Operations: F&P will perform analyses and prepare exhibits that document the <br />following for transit service in the area, utilizing data available from Community Transit, Everett <br />Transit, and Sound Transit: <br />– Routes including stops/stations/terminals <br />– Hours and days of operation <br />– Headways <br />– Walk distance from nearest stop to alternative location <br />• Bicycle Facilities: F&P will prepare an exhibit that illustrates existing bicycle facilities in the <br />study area, including on-street bicycle lanes and off-street paths. As part of intersection traffic <br />counts, bicyclist activity will also be collected and documented. <br />• Pedestrian Facilities: F&P will prepare an exhibit that illustrates existing sidewalks and <br />crosswalks in the project vicinity. As part of intersection traffic counts, pedestrian activity will <br />also be collected and will be documented. <br />• Other Travel Modes: F&P will describe other prevailing travel modes in the study area <br />including the presence of Transportation Network Companies (TNCs), taxis, car sharing <br />services, bikeshare, etc. <br />• Goods/Freight Movement: F&P will document existing heavy vehicle percentages along <br />major roadways within the study area based on data provided by Everett and/or traffic counts. <br />An exhibit will be prepared to display existing truck routes based on the City’s Transportation <br />Element. <br />• Transportation Safety F&P will identify high frequency collision intersections focusing on <br />collisions that resulted in fatal or serious injuries. The analysis will be conducted using collision <br />data from the last three (3) years, which F&P will request from the Washington State <br />Department of Transportation (WSDOT). <br />• Existing Parking Supply: F&P will prepare exhibits that document the existing on-street and <br />off-street parking supply in the area surrounding each of the potential sites. It is expected that <br />this will rely on data available from the City regarding the location of on-street and off-street <br />parking. <br />• Existing Conditions Memorandum: F&P will prepare a Technical Memorandum documenting <br />existing transportation conditions which will be provided to the City for one (1) round of review
