<br /> <br /> <br /> <br /> <br /> <br />ORDINANCE NO. __________ <br /> <br />An Ordinance Amending Ordinance No. 3839-21 Entitled a Special Improvement Project "Later Phase <br />Eclipse Mill Park Project and Riverfront Trail Improvement Project", Fund 354, Program 073, to <br />accumulate design and construction support services for the project. <br />WHEREAS, <br /> <br />A. The City of Everett is committed to a planned parks capital improvement program as part of <br />the City of Everett Parks & Recreation Comprehensive Plan. <br /> <br />B. The City of Everett is committed to the construction of the Later Phase Eclipse Mill Park <br />Project in advance of the Eclipse Mill Park by Shelter Holdings. <br /> <br />C. The Later Phase Eclipse Mill Park Project shall include stabilization of the Snohomish <br />riverbank, river overlook, gangway and personal watercraft floating boarding dock, debris <br />deflector and access trail in the lowland park area. <br /> <br />D. The City of Everett also recognizes the need for trail improvements to the Riverfront Trail <br />located within the Riverfront Revenue Development Area (RDA). To include riverbank <br />restoration and a trail and boardwalk system connecting two existing trail sections. <br /> <br />E. Additional funding is required to complete design and construction support services. <br /> <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> <br />Section 1. Section 4 of ordinance No. 3839-21 which reads as follows: <br /> <br />The sum of $600,000 is hereby appropriated to Fund 354, Program 073, “Later Phase Eclipse Mill Project <br />and Riverfront Trail Improvement Project” as follows: <br /> <br />F. Estimated Project Costs <br />Design $ 600,000 <br />Total Estimated Costs $ 600,000 <br /> <br /> <br />G. Source of Funds <br />Fund 354 - CIP-4 $ 600,000 <br /> <br />H. The appropriation shall not lapse but shall be carried forward form year to year until fully <br />expended or the purpose has been accomplished or abandoned without the necessity of <br />reappropriation.
