It appears the garage was converted circa 1978. See the attached tax assessor
record. Note that the tax record does not confirm that the work was performed with a valid permit as the county only
keeps records of physical conditions for the purposes of assessing taxes;they do not confirm the legality of the
building's construction. However, based on the record, we will retract Comments 2 through 5 in the Intake Review
email (see below). Please note that we are not confirming that the garage was legally converted with a permit as we do
not have a record for the conversion. Other comments may still be provided upon review of construction-level drawings
as required by Comment 1 below. For example, the bedroom(s) should have code-compliant emergency egress
openings;this requirement has been in the code since the mid-1970's, or before the approximate date of the
conversion.
Please let me know if you have questions.
- Drew Martin, P.E.,S.E.
Associate Engineer-Commercial Plans Examiner I Permit Services
425.257.8813 13200 Cedar Street, 2nd Floor, Everett,WA 98201
EVERETT Hours: M/W/Th/F: 7:30am-12:OOpm & 1:OOpm-3:OOpm;Tu: 1:OOpm-3:OOpm
everettwa.gov I Facebook I Twitter
From: David Cannon <davidcannon314@gmail.com>
Sent: Friday,July 23, 20214:58 PM
To: Drew Martin <dmartin@everettwa.gov>
Subject: Re: City of Everett Permit Services: 5311 Colby Avenue (132107-021) - First Building Intake Review
Hi Mr. Martin,
The unit in question is not a garage conversion. Please review the tax record to see that it has been a 1 bedroom, 1 bath
dwelling since 1947 at the latest. It has always been 2 structures on one lot. I am simply updating the existing dwelling.
Additionally, breezeway in question is very simply at the roof line only.Just cover from rain and the area in between is a
concrete walkway that is entirely outside.
Please let me know if you have any questions.Thank you.
On Fri,Jul 23, 2021,4:17 PM Drew Martin <dmartin@everettwa.gov>wrote:
Hello, Mr. Cannon.
i
