EMC 19.09.030(Al Pedestrian Access to Building Entrances is not being satisfied. <br />• Unit entrances shall include lighting <br />2. EMC 19.09.050 Required Outdoor and Common Areas is not being satisfied. We had discussed <br />before that you would be proposing to pay a fee -in -lieu of however, on the site plan you are <br />claiming you are satisfying this requirement. Please know the proposal does not satisfy the <br />open space minimums for the two new dwelling units. Please provide the necessary details <br />showing how you qualify for a payment in lieu of per the standards of the code section and <br />what those calculations come to. <br />3. EMC 19.12.120 Weather Protection. Subsection B.3. states the entire width of the main <br />entrance shall incorporate weather protection. <br />4. EMC 19.39.030 Garbage Receptacles, Dumpsters and Recycle Bins — Placement and Screening. <br />Bins must be screened from view from adjacent properties by using dense vegetation or by <br />placing the bins in a structural enclosure. <br />• If placed in a structural enclosure there is no minimum setback from property line. If <br />however a structure is not proposed, a 5' landscape area must be restored in this area <br />providing the "dense vegetation" screening required and the bins must be located <br />outside of the 5' landscape buffer. <br />5. Please provide the valuation of the current proposal. If the contract price of work exceeds <br />35% of the assessed value of the existing improvement the site must be brought up to current <br />landscape standards (EMC 19.35.030). <br />6. Please provide a landscape plan for the frontage landscaping. Though the area is narrow we <br />hope to see vegetation that helps screen the parking area and soften the pedestrian <br />experience. Please note that even if landscaping is not triggered based on EMC 19.35.030, <br />maintaining landscaping to standards under previous approval is required.
