EMC 14.28.130 Source control requirements. <br /> A. New and redevelopment projects and existing businesses shall include all known,available <br /> and reasonable source control BMPs.Source control BMPs shall be selected, designed,applied, <br /> and maintained in accordance with EMC 14.28.030. <br /> B. Source control BMPs shall be applied to any activity that might discharge contaminants to <br /> the stormwater drainage system,surface or ground water. <br /> 1. Application of operational source control BMPs(and if necessary structural source control <br /> BMPs or treatment BMPs/facilities,or both)to pollution generating sources shall be maintained <br /> in a safe and proper operating condition,and in compliance with all applicable requirements of <br /> this chapter. <br /> 2. The city shall have the right to enter the property for the purposes of inspecting source <br /> control BMPS at public and privately owned institutional,commercial, multifamily and <br /> industrial sites and take such actions as may be required to enforce the provisions of this <br /> chapter. <br /> 3. The director may require the application of operational or structural source control BMPs at <br /> any time through code enforcement where necessary to prevent illicit discharges. <br /> 4. Failure to implement source control BMPs shall constitute a violation of this chapter and <br /> result in enforcement action. (See EMC 14.28.150.) Junk,trash, litter, boxes,discarded lumber,salvage materials or other similar materials; <br /> E. Dead,decayed, diseased, noxious or hazardous trees or vegetation,or any vegetation (not <br /> including vegetation located in flower beds)taller than forty-two inches high or grass taller than <br /> twelve inches in height; <br /> *** <br /> G.
