December 6, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., December 6, <br />2023, by President Stonecipher. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Tuohy, Fosse, Rhyne, <br />Schwab, Vogeli, Zarlingo, and Stonecipher were present. <br /> <br />Council Member Schwab led the Pledge of Allegiance. <br /> <br />Council Member Vogeli recited the land acknowledgement. <br /> <br />The minutes of the November 29, 2023 meeting were approved. <br /> <br /> <br />MAYOR’S COMMENTS <br /> <br />Mayor Franklin stated that the Finance Department would be briefing Council in January on <br />potential revenue options and provided a brief update on the Project Labor Agreement (PLA) <br />Ordinance. <br /> <br />Mayor Franklin announced that after a short-term retirement, Dan Templeman accepted the <br />Appointed Senior Executive Director position in the Administration Department, and starts <br />Monday, December 11th. <br /> <br />Mayor Franklin invited Police Chief John DeRousse forward to discuss ongoing gun violence and <br />the Jackson Park safety concerns. <br /> <br /> APPOINTMENTS <br /> <br />Mayor Franklin presented her selections for various boards and commissions. <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Fosse, to concur with the <br />following appointments: <br /> <br /> Animal Shelter Advisory Board <br />• Sarah Hartwell, Pos #4 – term expiring 12/31/2029 <br />• Jennifer St. Mary, Pos #6 – term expiring 12/31/2028 <br />• Jennifer Ward, Pos #7 – term expiring 12/31/2029 <br />• Tegan Hampton, Pos #A-1 – term expiring 12/31/2027 <br />Civil Service Commission <br />• Jo Metzger-Levin, Pos #1 – term expiring 12/31/2029
