1.0 INTRODUCTION <br />This report presents the results of GeoEngineers Inc.'s (Geolingineers') geotechnical engineering and rigid <br />Inclusion ground Improvement design services for the proposed development at Parcel A17 as part of the <br />Port of Everett Waterfront Place Center project in Everett, Washington (Figure 1). <br />We understand that the proposed development at Parcel A17 includes Me construction of a restroom and <br />retail building approximately 600 feet west to the Intersection of Seiner Dave and 14' Street, along the <br />bulkhead parallel to 14r^ Street at the Port of Everett The existing bulkhead adjacent to Parcel A17 consists <br />of a sheet pile wall with tiebacks connected to a continuous concrete deadman. <br />Based on the review of available geotechnical Information and our project experience at the site/within site <br />vicinity, the lateral spreading caused by soil liquefaction at the site tends to have significant impacts on the <br />bulkhead structure; and thereby, impact the planned foundations and building at adjacent properties. <br />To support the new construction of the restroom and recall building at Parcel A17, the ground Improvement <br />with rigid inclusion is considered as the foundation support for this project. <br />The objectives of GeoEngineem' geotechnical engineering and rigid inclusion ground improvement services <br />are to provide PND Engineers, Inc. (PND) (project structural engineer) geotechnical seismic design criteria, <br />foundation recommendations in support of tire building design and construction at Parcel A37; and develop <br />a ground improvement design consisting of rigid inclusion elements to mitigate the lateral deformation of <br />the building foundations for the proposed new building to meet the building code criteria. <br />2.0 SITE CONDITIONS <br />The site conditions were evaluated by reviewing the available geotechnical, geological, groundwater within <br />the site vicinity, and design and construction information for the existing bulkhead along Parcel A17.
