The City of Everett shall not be liable in any manner for any portion of the costs and ex- penses of such improvement, except es provided in Chapter 141, Session Laws of 1923 and Ordinance No. 2126 of the City of Everett. Section 3 : There is hereby established a Local Improve- ment District to be called Local Improvement District No. 490 which district shall include the following described property*; to-wit : Lots 17 to 19, Inc. Block 306, Division "N". Fractional Lot 14, Lots 15 and 16. Block 307. Division "U". Lots 27 to 32, Inc. Block 314. Hilton's 2nd Add. to Everett. Lots 1 to 6, Inc. Block 315. Hilton's 2nd Add. to Everett. Fractional Lot 3, Lots 4 to 9 Inc, and Fractional Lot 10. Block 315. Remingtonts 1st Add, to Everett. Fractional Lot 23, all of Lots 24 to 29, Inc., Frac- tional Lot 30. Block 316. ReminY-ton's 1st Add. to Everett. Section 4 : A special fund is hereby created to be called Local Improvement District Fund No. 490 which shall consist in the aggregate of the several amounts assessed, levied and collect- ed on the several lots and parcels of land in said Local Improve- ment District, and the proceeds of the sale of the bonds of the said district, for the purpose of defraying the costs and expen- ses of such improvement. Out of said fund shall be paid the bonds, the interest thereon and the entire cost of such improvement. Section 5 The costs and expenses of such improvement shall be defrayed by special assessments, payable in five (5 ) equal annual installments, with interest thereon at the rate of seven (7) per cent, per annum, under the mode of payment by bonds, as provided by law and the ordinances of said city.
