<br />Page 8 of 23 <br />SECTION 2 – S COPE OF WORK <br />2.1 INTENT <br />The City of Everett seeks a consultant with experience in Pavement Condition Index (PCI) to conduct a <br />pavement condition survey of the City’s roadway network. The consultant will complete a comprehensive <br />data collection process so the city can fully integrate the data into a ten (10)-year maintenance and <br />rehabilitation plan. The last citywide pavement survey was completed in 2009. <br />The purpose of the City of Everett’s Pavement Condition Assessment Program is to balance preservation <br />with replacement of existing surfaces and determine the most cost-efficient way to correct any street <br />surface problems. <br />The program will: <br />• Inventory pavement conditions, identifying good, fair, and poor pavements. <br />• Assign importance ratings for road segments, based on traffic volumes, road functional class, and <br />community demand. <br />• Schedule maintenance of good roads to keep them in good condition. <br />• Schedule repairs of poor and fair pavements as remaining available funding allows. <br />• Provide sound economic analysis, life-cycle costs, and asset management principles in <br />prioritization of rehabilitation of pavements. <br />• Make use of the best available technology to complete the scope of work (SOW). <br /> <br />The City will coordinate a schedule of the deliverables with the awarded contractor. <br />2.2 BACKGROUND <br />The city has approximately 34.6 miles of Major Arterial; 18.9 miles of Secondary Arterial; 24.8 miles of <br />Collector Arterial; 6.2 miles of other for a total of 313.6 miles of roadway. Approximately 68 percent of <br />the road network is local streets. Please refer to Attachment A for a map that illustrates these roads <br />within the city’s road network. <br />In addition, the city is implementing a new road network and infrastructure management software called <br />Cityworks (https://www.cityworks.com/). The Consultant must coordinate with city staff to ensure that <br />that all data collected can be compatible with the Cityworks software to evaluate pavement management <br />scenarios. <br />2.3 SCOPE OF WORK <br />A. SERVICES <br />The services requested may include, but limited to: <br />1. Inventory & Condition Assessment <br />Complete an inventory and condition assessment of the entire road network. An ideal <br />assessment would include the consultant completing the following: <br />a. Complete Inspection of roadway consistent with ASTM D6433 methods.
