<br />Page 9 of 23 <br />I. Driving all public roads in both directions resulting in 100 percent coverage. <br />Output of data must represent the full coverage of the roadway. <br />II. Collect data using an automated or semi-automated data collection vehicle <br />equipped with onboard sensors for measurement of all significant parameters of <br />pavement and associated distresses. <br />b. Perform geo-referenced digital pavement data collection, including high resolution <br />downward facing line-scan images and high-resolution forward and side facing images at <br />maximum 20-foot intervals. <br />c. Deliver digital images in industry standard *jpeg image format. They also must be easily <br />viewable and include aspects of the right-of-way outside of the pavement for location <br />context and coordinated with street segment rating information. All images must have <br />the ability to determine the date that the image was taken. <br />d. Complete LiDAR and photogrammetric coverage of all city roadways. <br />I. Converting the LiDAR and photogrammetric point data to include GIS features. <br />II. Provide analysis using ASTM D6433 methodology of the collected pavement data. <br />e. Establish a database of pavement conditions, including Pavement Condition Index (PCI) <br />for each street segment on a scale from 0 (very poor) to 100 (excellent) using ASTM <br />D6433 methods. The PCI indicators need to be assigned to each roadway segment in a <br />manner that allows for integration with the city’s existing GIS systems. <br />f. Reference the geodatabase to the roadway segments provided and include the PCI <br />indicator assigned to each roadway segment, along with any other information collected <br />as part of the roadway survey, including but not limited to the presence or absence of <br />pavement distress, details on any distress that is present, pavement type, number of <br />lanes, slope, roughness, and width. <br />g. Ensure that the data collection is consistent and repeatable, and conducted in conditions <br />that support the collection of high-quality data and high-quality information. <br />h. Update the city’s Cityworks asset management system to include all new survey <br />information including size and severity of each distress measured in each street section. <br />Imported database shall be compatible with CITYWORKS format. <br />i. Coordinate with the Cityworks database manager to ensure the collected data is <br />formatted to be compatible with the Cityworks system. The data uploaded to Cityworks <br />assessment management system is to include all new survey information including size <br />and severity of each distress measured in each street section. Imported database shall be <br />compatible with city format. <br />j. Coordinate with the identified City personnel to update the City’s Cityworks and GIS <br />databases to include newly constructed streets, including new polylines, if necessary.
