Page 11 of 23 <br />The focus group will be assembled by city staff and will likely be comprised of: <br />• One resident from each of the 3rd, 4th, and 5th Districts. <br />• Four business representatives from the WHEB Triangle such as: <br />o Small business owner, preferably from Casino Square <br />o Kroeger/Fred Meyer <br />o Car Dealer <br />o Strip mall property owner <br />• Seattle Paine Field International Airport Director or representative <br />• Mukilteo School District representative <br />• Multifamily Housing owner/developer <br /> <br />Task 2.2. Supplier will coordinate with the City project manager to schedule, issue invitations, provide <br />necessary handouts, create agenda, and moderate the meetings of focus group members. <br />Task 2.3 Supplier will produce a document reflecting focus group’s comments from each meeting, and the <br />Supplier will provide its expert opinion on how the city should respond to the comments. <br />Task 2.4 Supplier will assemble relevant documentation to guide the meetings. <br />Task 2.5 Supplier will coordinate with city project manager and the city staff subject matter experts that <br />who are appropriate to attend each meeting. <br />Deliverable 3: Create Redevelopment Scenarios <br />Task 3.1 Develop economic development projections for three redevelopment Scenarios of the <br />Westmont, Evergreen, and Holly neighborhoods, Kasch Park, and the SW Everett Station Area. <br />Task 3.2 For each scenario, project the following: <br /> Compare with “no build” alternative. <br /> Estimate infrastructure needs and timelines including utilities, surface water, <br />transportation, etc. <br /> Effect on current condition <br /> Economic impact on city <br /> Opportunities for and displacement of existing residents and businesses <br /> Change in inventory categories identified in Deliverable 1. <br /> Sustainability, both economic and environmental <br />Deliverable 4: Recommendations <br />Task 4.1: Supplier will produce a recommendation report which at a minimum includes the following <br />information: <br /> Strategies for retention and expansion of airport-serving commercial uses and the <br />industrial and manufacturing base on the Airport Road leg of the WHEB Triangle. <br /> Prioritized city-led redevelopment strategies for non-city owned assets. <br /> Recommendation for park reconfiguration based on RCO rules, policy, practice. <br /> Network needs for transit-oriented community. <br /> Timelines of redevelopment.
