request that an open record public hearing be held on the proposed <br /> preliminary subdivision. <br /> e) If an open record public hearing is requested by any affected person or <br /> required by the City, the hearing shall proceed as a Review Process III <br /> as defined in Ordinance No. 2136-96, as amended. The notification for <br /> the public hearing shall be provided at least fifteen (15) days prior to the <br /> scheduled hearing date and shall consist of the following: <br /> • A notice published in the newspaper of general circulation; and <br /> • A notice mailed to adjacent property owners and parties who <br /> have provided written comments on the proposed subdivision. <br /> f) If a public hearing is not requested pursuant to Section 2.C.1(c) and (d) <br /> above, a decision on the preliminary subdivision application will be <br /> made by the Director and City Engineer consistent with this Ordinance <br /> and Review Process II as defined in Ordinance No. 2136-96, as <br /> amended. <br /> 2. Integrated Permit Review: <br /> a) The City shall integrate the SEPA review and review of all other land <br /> use permits with the Administrative Preliminary Subdivision Application <br /> as defined in Ordinance No. 2136-96, as amended. <br /> b) A final SEPA threshold determination and all other project permit <br /> decisions will be made concurrently with the administrative preliminary <br /> subdivision decision if no open record public hearing is required. These <br /> decisions will be issued in the form of a Notice of Decision as provided <br /> for in Ordinance No. 2136-96, as amended. <br /> c) If any other permit or permits require an open record public hearing, the <br /> City's action on the administrative preliminary subdivision application <br /> will take the form of a recommendation to the Hearing Examiner and <br /> will be reviewed concurrently at the open record public hearing. All <br /> permits will be reviewed concurrently to the extent permissible by law as <br /> defined in Ordinance No. 2136-96, as amended. <br /> 3. Open Record Public Hearing: <br /> The Hearing Examiner will conduct an open record public hearing if a hearing <br /> has been timely requested by any affected person or requested by the City. The <br /> Hearing Examiner will create the record of the preliminary subdivision through <br /> testimony and submission of evidence and information in accordance with the <br /> procedures defined in Ordinance No. 2136-96, as amended, Ordinance No. <br /> 2137-96, as amended, and this Ordinance. The open record public hearing will <br /> be held prior to the Hearing Examiner's decision on the project permit. <br /> 4. Approval of a Preliminary Subdivision shall consider the Land Division <br /> Evaluation Criteria and Development Standards in Section 7 of this <br /> Ordinance: <br /> 13 <br />
