a) The Director, within fourteen (14) days from the date of the <br /> determination of completeness of the application, shall provide public <br /> notice as follows: <br /> • The property shall be posted with two (2) signs (24"X36") on the <br /> property's frontage. The notice shall comply with the <br /> requirements of Ordinance No. 2136-96, as amended, and shall <br /> include a statement that any affected person may request an open <br /> record public hearing. The applicant shall be responsible for <br /> posting the site in compliance with these requirements. <br /> • Mail notice to adjacent property owners. The content of the <br /> notice shall meet the requirements of Ordinance 2136-96, as <br /> amended, and shall include a statement that any affected person <br /> may request an open record public hearing. <br /> • Post three (3) additional signs as approved by the City on the <br /> property frontage or within the geographic neighborhood as <br /> defined by the Director. All signs must be posted so they can be <br /> clearly viewed from public streets. The applicant shall be <br /> responsible for posting the site in compliance with these <br /> requirements. The additional signs shall include the following <br /> minimum information: <br /> • The project number and location; <br /> • A brief written project description; <br /> • Staff contact person, address, and phone number; <br /> • Project vicinity map; <br /> • A statement on the notice: Any affected person may request <br /> an open record public hearing; and <br /> • Date when written comments or request for public hearing <br /> must be received. <br /> b) All public comment periods shall be as defined in Ordinance No. 2136- <br /> 96, as amended. All comments received shall be in writing and shall be <br /> reasonably related to the factual circumstances or development standards <br /> applicable to the proposed subdivision. A copy of all written comments <br /> shall be provided to the applicant. The applicant will have seven (7) <br /> days from the receipt of the comments to respond thereto. <br /> c) An open record public hearing on the proposed preliminary subdivision <br /> shall be held if any affected person files a written request for a hearing <br /> with the Planning and Community Development Department within <br /> twenty-one (21) days of the notice of application (public comment <br /> period). <br /> d) In addition to Section 2.C.1(c), within the public comment period, the <br /> Director or the City Engineer and/or their designee shall be authorized to <br /> 12 <br />
