• <br /> disapprove the application stating reasons for disapproval or return it to <br /> the applicant for modification or correction with specific conditions or <br /> revisions that must be met for approval. <br /> b) The binding site plan with previously approved site plan decisions does <br /> not require a written approval with findings of fact and conclusions. <br /> The City may state in a letter to the applicant the conditions that need to <br /> be met prior to approval or the City may execute the approval by signing <br /> the final binding site plan map. <br /> c) The decision made by the Director and City Engineer shall be an <br /> administrative decision. Any appeals shall be in accordance with <br /> Ordinance No. 2136-96, as amended and Ordinance No. 2137-96, as <br /> amended. <br /> 4. Approval of the Binding Site Plan by the City: <br /> Approval of the binding site plan shall be determined based on a determination <br /> of whether the facilities and improvements as required by the previously <br /> approved permit action have been completed. The approval shall be based on <br /> total completion of improvements or an approved phasing plan by the City. <br /> Development shall be in accordance with the plans and specifications as <br /> approved by the City subject to all conditions and requirements of the previous <br /> approval or other conditions that may have been imposed by the City due to the <br /> binding site plan. <br /> 5. Time Limits for Approval: <br /> A binding site plan decision with a previously approved site plan shall be issued <br /> by the City within thirty (30) days. <br /> 6. Expiration of Binding Site Plan Approval: <br /> Final binding site plan approval must be obtained within the time frames <br /> established for the previously approved site plan. If the binding site plan with <br /> the previously approved site plan is totally constructed, the time frame shall be <br /> three (3) years from the date the City notifies the applicant that the application <br /> is complete, after which time the binding site plan approval will be void. No <br /> extension may be granted by the City to the applicant. <br /> E. Final Application Submittal Requirements <br /> 1. Final Binding Site Plan Map: <br /> All final binding site plan maps shall be prepared by or under the supervision of <br /> a state of Washington licensed land surveyor.. The final binding site plan map <br /> shall be drawn on mylar drafting film having dimensions of eighteen inches by <br /> twenty-four inches (18" x 24") with a two inch (2") border on the left edge and <br /> one half inch (1/2") borders on the other edges. Information required shall <br /> include, but not be limited to: <br /> a) The name of the Binding Site Plan; <br /> 38 <br />
