c) The City Engineer may establish a fee for the cost to design and install <br /> frontage improvements per the City Standards, which the applicant can <br /> choose to pay in lieu of calculation of his own fee per Section 7.F.6(b). <br /> d) Fees collected per Section 7.F.6(b) and (c) shall be used by the City to <br /> install frontage improvements including, but not limited to, pedestrian <br /> improvements, curb, gutter and sidewalks in the vicinity of the <br /> applicant's project. Such fees must be paid prior to final approval. <br /> 7. Easement Access Exception: <br /> a) Short Subdivisions: The City may, at the request of the applicant in short <br /> subdivisions only and as permitted by the Everett Zoning Code, allow <br /> access to lots by easement when in the opinion of the City Engineer: <br /> i) The improvement of a public street is not necessary to facilitate <br /> adequate supply of sewer and utilities; <br /> ii) The improvement of a public street is not necessary to provide <br /> on-street parking; <br /> iii) The improvement of a public street is not necessary to provide <br /> access to potential additional lots or future developable area; and <br /> iv) The improvement of a public street is not necessary to protect the <br /> public health, safety and welfare of the residents and general <br /> public. <br /> b) Subdivisions: When a site contains natural constraints, such as topography <br /> or environmentally sensitive areas, and the provision of an easement would <br /> reduce impacts to those areas, the Director and City Engineer may allow <br /> the use of limited easement access. Easement access within subdivisions <br /> shall be limited to one easement serving a maximum of two single-family <br /> units. <br /> c) Easement Access Drive Standards: All easement access drives shall be built <br /> to the following standards for easement widths, paving widths, off-street <br /> parking and utilities. All easement access drives shall be constructed to <br /> City Standards with an A-1 curb/gutter on both sides and shall meet the <br /> requirement for thickness and sub-grade as required for a Local Access <br /> Street "A". The City Engineer may require a turnaround to City Standards <br /> on any easement access drive. All required improvements must be installed <br /> and completed prior to final short subdivision approval. <br /> 60 <br />
