making necessary water main changes and doing all other work necessary in connection therewith to make a complete improvement according to the plans and specifications prepared by the City Engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. jhe city of EV- Brett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as provided in Chapter 141, Session Laws of 1923, and Ordinance No. 2126 of the city of Everett. • Section 3: There is hereby established an enlarged local improvement district to be called Local Improvement District No. 487 , which district shall include the following described property, to-wit: All the property within a line parallel to and distant 200 feet from the margins of 14th :street from the Norton Avenue Exten- sion Trestle Bridge to the government pier head line. The direct benefit district shall include: All that property between the terminal of the proposed improve- ment and within 200 feet of the marginal lines of the 14th Street Trestle. Said property in said direct benefit district shall bear the cost of sixty per cent. (60A) of' the total cost of such improvement. The indirect benefit district shall include the remain- ing portion of said enlarged district; said indirect benefit district shall bear the cost of forty per cent. (40M) of the to- tal cost of such improvement. Section 4: A special fund is hereby created to be called Local Improvement District Fund No. 487 , which shall consist in the aggregate of the several amounts assessed, levied and col-
