Cr' !. <br /> ORDINANCE NO. 2404 <br /> An Ordinance relating to and regulating the maintenance <br /> and operation of children' s homes, nurseries and similar insti- <br /> tutions in the city of :jverett, requiring the registration of <br /> the same, and providing penalties for violation of this ordin- <br /> ance. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: It shall be unlawful for any person, firm or <br /> corporation in the city of Jverett to establish,maintain or op- <br /> erate any children' s home, nursery or other institut ' o_for the <br /> reception and care of children under the age of a years 'In. <br /> which more than one child shall be received or kept without first <br /> obtaining a permit from the commissioner of Safety so to do. <br /> Section 2: The Commissioner of safety shall have po:er <br /> to issue, or refuse to is-2ue, permits for such institution, and <br /> every such permit shall specify the name and residence of the <br /> person, firm or corporation undertaking the establishment, main- <br /> tenance and operation thereof and the location of such institu- <br /> tion and the number of children received or kept therein, which <br /> permit may be revoked at any time when in the judgment of the -om- <br /> missionsr of Safely such institution is not being managed or con- <br /> ducted in a proper manner with due regard to the health, com- <br /> fort and morality of the children kept therein. <br /> Section 3: Every person, firm or corporation having a <br /> 6 <br /> permit to establish and maintain such children' s home, nursery <br /> or other similar institution must keep a register wherein shall be <br /> registered the names, ages and residence of the children received <br /> or kept in such institution, and the names and residences of <br /> the ,arent or parents of such children or guardian or other Der- <br /> son in charge or control thereof, if known, the time of the re- <br /> ception and discharge of such chadren and the reasons for their <br />
