1 Exhibit A Scope of Services and Budget Owner’s Advisor Services for the WFP Phase 2 Progressive Design-Build Project Project Understanding The City of Everett plans to design and construct improvements to the City’s Water Filtration Plant (WFP), including large diameter valve replacement, large diameter pipe construction, water treatment process system modifications, concrete construction, pile driving, deep soil excavation in locations with high groundwater, chemical storage tank and support piping replacement, and building modifications. Brown and Caldwell (Consultant) will provide Owner’s Advisor Services to the City during two phases of Design-Build delivery: Phase 1 – Design Oversight and Pricing Negotiations Support: Support and supplement City reviews of Design-Builder’s preliminary design and other submittals to identify technical issues and for conformance with preconstruction requirements, as requested by the City. Address contract compliance questions as requested by the City. Assist the City with negotiation of GMP (or lump sum pricing) for Phase 2 - final design and construction work performed by the Design-Builder. Phase 2 – Final Design and Construction Oversight Support: Support and supplement City reviews of Design-Builder’s final design for conformance with contract requirements and with Design-Builder’s preconstruction documents. Review required construction submittals, as requested by the City. Address contract compliance questions as requested by the City. Support City negotiations of contract amendments and change orders as requested by the City. Assist with contract closeout as requested by the City. Scope of Services This scope of services is divided into the following phases (overview provided above) and tasks within each Phase of the Project: Overall Project • Task 100 – Project Management Phase 1 – Design Oversight and Pricing Negotiations Support • Task 1000 – Participation in Design-Builder Technica l Work Sessions <br />• Task 1100 – Review of Design-Builder Plans, Reports and Select Design Documents • Task 1200 – Cost Estimating Review Support <br />• Task 1300 – GMP Negotiations Support <br />• Task 1400 – Phase 1 Advisory Services
