• trestle at Blackman' s Point to the end of the present 'trestle, by removal of old lumber, redecking and replacing all necessary stringers, caps, guard rail, etc. ; also necessary water main chan- ges, and doing such other work as may necessary in connection therewith to make a complete improvement in accordance with the plans and specifications prepared by the City Engineer; and WHEREAS, after due hearing thereon, no objections were made thereto, now, therefore, THE CITY OF EVERETT DOES ORDAIN: Section 1 That the Norton Avenue Extension, from a point 231 feet, more or less, south of the 14th Street Dock, to the beginning of the cedar pile trestle which is 2914 feet, more or less, south of the end of the present trestle bridge at Black- man' s Point, be improved by removal of old lumber, construction of a complete new trestle bridge, including extra riling as neces- sary for future use in bulkhead construction; also the Norton Ave- nue Extension from a point 2914 feet,more or less, south of the end of the present trestle at Blackman' s Point to the end of the present trestle, by removal of old lumber, redeeking and re- placing all necessary stringers , caps, guard rail, etc. ; also necessary water main changes, and doing such other work as may be necessary in connection therewith to make a complete improvement according to the plans and specifications prepared by the City En- gineer, which plans and specifications are hereby adopted and ap- proved. Section 2: That the cost and expense of such improvement, . including the necessary and incidental expenses, shall be borne by and assessed against the property included in the assessment district here inafter created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the cost and expense of such improvement . Section 3: That there is hereby established an enlarged Local Improvement District to be called Local Improvement District
