<br />Page 7 of 31 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />SECTION 2 – SCOPE OF WORK <br /> <br />2.1 INTENT SUMMARY <br />Everett Transit is seeking a supplier to provide a collision avoidance system to enhance the safety of its <br />fleet. This system is partially funded by the Washington State Transit Insurance Pool (WSTIP). <br />The key objectives of this system are to: <br />• Reduce the frequency and severity of incidents and events between buses, fixed objects, other <br />vehicles, pedestrians, and cyclists. <br />• Improve safety for bus and paratransit drivers, passengers, and other road users. <br />• Provide drivers with effective tools and systems to prevent accidents and mitigate risks. <br />• Gather comprehensive data and reports on system engagement and effectiveness for assessment and <br />analysis. <br />Safety is a top priority for Everett Transit. This RFP will allow Everett Transit to enhance the safety of the <br />public transportation services provided by implementing collision avoidance systems and other related <br />technologies that help minimize safety incidents. <br />Everett Transit envisions this system to have two major components and has provided specifications for <br />each component. Part A describes the performance requirements for the system and equipment <br />components. Part B describes the off-the-shelf software. The software is intended to work with the <br />collision avoidance system. <br />The City intends to award one contract and does not anticipate an award to multiple companies. <br />Regardless, the City reserves the right to make multiple or partial awards. <br />2.2 BACKGROUND <br />Everett Transit is a department within the City of Everett that operates Everett Station, located at 3201 <br />Smith Ave., Everett, WA 98201. Everett Station is the largest multi-modal facility in Snohomish County, <br />with over twenty bus routes serving station patrons across multiple providers. It owns and operates a <br />fleet of 46 fixed-route buses, 26 paratransit vans, and 12 support vehicles. <br />Everett Transit’s Safety Performance Targets, as outlined in the agency’s Transit Development Plan <br />(https://everetttransit.org/DocumentCenter/View/2393/2023-Everett-Transit-TDP-Final) and developed <br />per the requirements of the Federal Transit Administration, demonstrate both percentage reduction and <br />aspirational targets. <br />Based on claims and events data from January 2017 through September 2023, approximately 84% of <br />Everett Transit’s recorded events involved a collision, and about 44% of events were caused by operator <br />action. Operator action is the most frequently cited cause in recorded events compared to other possible <br />causes and causes the highest dollar amount of claims. The second most expensive cause of incidents was <br />the distance between vehicles. These statistics demonstrate that one of the strongest steps Everett <br />Transit can take to improve safety performance is reducing the risk of collisions caused by operator <br />actions. <br />2.3 SUPPLIER’S RESPONSIBILITIES <br />The successful supplier will be responsible for the following, but is not limited to:
