Exhibit A <br />2024-2028 On-Call Stormwater Plan Review Support <br />Scope of Work <br />The Scope of Work for the 2024-2028 On-Call Stormwater Plan Review Support services may include, <br />but is not limited to, the following tasks. <br />Task 1: Project Management and Contract Administration <br />The Consultant shall organize, manage, and coordinate the disciplines required to accomplish the <br />contract and shall perform multiple work orders concurrently. The Consultant shall coordinate its work <br />with efforts performed by City staff and other consultants or contractors. The Consultant shall provide <br />project management and contract administration services to facilitate efficient progress on each work <br />order, including: <br />•Project team management and coordination, including managing sub-consultants. <br />• Meeting organization, facilitation, and documentation. <br />•Manage, monitor, and prepare progress reports, schedules, scope, and scope changes of all <br />work performed under this contract. <br />•Regular check-ins with the City representative to coordinate plan review support and provide <br />updates on a timely basis. <br />Task 2: Review of Development Applications <br />Perform plan review for development applications in the City of Everett separate storm area including, <br />but not limited to, preliminary subdivisions, SEPA, shoreline applications, and Public Works Permit <br />applications. The Consultant will focus primarily on stormwater elements, while other City staff will be <br />responsible for review of non-stormwater elements such as transportation, water, and sewer. Public <br />Works permit application reviews will be for Minimum Requirement #1-9 projects. All other reviews and <br />meetings will include a range of projects (e.g., MR #2 only, MR #1-5, and MR #1-9). <br />Each development project that is sent to the Consultant for review will be tracked separately, but a <br />separate scope and fee estimate will not be prepared prior to performing the work unless requested by <br />the City. Each month, a single invoice will be submitted for payment which includes a summary of costs <br />incurred for each project reviewed and overall project monthly charges. The first page of the invoice will <br />include a table that, at minimum, lists total budget, current charges, cumulative charges, and remaining <br />budget for each task, expense, and the total contract. The first page will also provide a summary report <br />of work done under the billing period. <br />The Consultant shall provide a variety of development review services, which may include, but not be <br />limited to the following: <br />•Review construction plans and supporting documents submitted to the City of Everett in <br />conjunction with development applications for compliance with the City of Everett standards, <br />codes, and specific requirements for development applications.
