City of Everett Parks and Facilities <br />Forest Park Cultural Resources Survey and Reporting <br />January 12, 2024 <br /> Page 4 <br /> The WillametteCRA Architectural Historian will need to access the exterior of all <br />buildings and/or structures located on the Property for measurement and <br />photodocumentation. The City of Everett staff shall coordinate with local contacts and <br />provide access at a time when the presence of park visitors is at a minimum, or <br />accompanied by park staff to provide crowd control in order to successfully <br />photodocument all buildings and/or structures located on the Property during the Task 3 <br />fieldwork. <br />Deliverables <br /> WillametteCRA will prepare one HPI form for each HBE resource within the APE as well <br />as one HPI form for the Property. Based on our desktop analysis, WillametteCRA <br />estimates that up to twenty-one HPI forms will be required for this Project. <br /> WillametteCRA will prepare a written summary report, which will include a <br />recommendation of eligibility as a district, an evaluation of effect, and a photo table <br />summary of resources. <br /> WillametteCRA assumes one round of review of the draft HPI forms and draft summary <br />report by the City of Everett. WillametteCRA assumes one round of corrections to <br />address any comments from the City of Everett prior to the deliverables being submitted <br />to the DAHP for review. <br /> WillametteCRA assumes one round of review of the HPI forms and summary report by <br />the DAHP. WillametteCRA assumes one round of corrections to address any comments <br />received from the DAHP during the EO 21-02 review process. <br /> <br />Management Reserve – Resolution of Adverse Impacts <br />under EO 21-02 <br />Task 6 – Management Reserve <br />In the event of the determination of Adverse Impacts by the DAHP, the WillametteCRA Senior <br />Architectural Historian will attend virtual meetings during the EO 21-02 mitigation development <br />process. Meeting participants will likely include representatives from the City of Everett Parks <br />and Facilities and the DAHP. <br />In addition to attending virtual meetings, the WillametteCRA Senior Architectural Historian will <br />prepare draft written statements for the City of Everett Parks and Facilities that may be required <br />during the EO 21-02 mitigation negotiations.
