• <br /> 2. Increasing the off-street parking requirements for multiple family housing would not promote <br /> the best long term interests of the Everett Community. <br /> 3. Piecemeal amendments to the parking requirements in downtown in the absence of a <br /> comprehensive parking strategy do not promote the public interest. <br /> 4. Parking problems in downtown have not been caused by an inadequate number of off-street <br /> parking spaces provided in multiple family housing developments. <br /> 5. Parking complaints in the downtown area are generated primarily by abuse of on-street <br /> parking by employees during daytime business hours. <br /> 6. There is more than adequate off-street and on-street parking downtown during non-weekday <br /> hours. <br /> 7. Increasing the off-street parking requirements for multiple family housing will not solve <br /> existing downtown parking problems. <br /> 8. There is no rational nexus between the existing on-street parking problems in downtown and <br /> the multiple family housing off-street parking requirements of the Zoning Code. <br /> 9. The proposed amendment to the Zoning Code is consistent with, and implements the <br /> City's GMA Comprehensive Plan; <br /> 10. The proposed amendment to the Zoning bears a substantial relation to the public <br /> health, safety and general welfare; and <br /> 11. The proposed amendment to the Zoning Code promotes the best long term <br /> interests of the Everett community. <br /> NOW, THEREFORE, THE CITY OF EVERETT Does Ordain: <br /> Section 1. Section 2 of Ordinance No. 2322-98 (EMC 19.15.060), which reads: <br /> Off-street Parking Requirements. The intent of this section is to require off-street <br /> parking for the residents of multiple family developments to be provided on the <br /> development site, and to recognize differences between areas which should have a lesser <br /> need for automobile use due to availability of transit service, adequate pedestrian <br /> facilities, and the proximity of services within walking distance. <br /> A. Parking for multiple-family dwellings shall be provided according to the location <br /> of the property, as provided herein. For purposes of this section, any room other than a <br /> kitchen,bathroom, living room or dining room, such as a den, study, office or other <br /> similar room shall be considered a bedroom. <br /> 1. Lots located within the area designated by Map#15-1 shall provide 1.0 parking <br /> spaces per dwelling unit, except in the C-2 zone, in which 2.0 spaces per dwelling unit <br /> 3 <br />
