MEMO <br /> Date: February 17, 2021 <br /> To: File <br /> Cc: Erik Emerson <br /> From: Robert Hillmann, City of Everett Parks and Facilities, <br /> rhillmann(t_,everettwa.gov, 425-257-8376 <br /> Re: Howarth Parlc Playground Replacement Stormwater Mitigation Threshold <br /> Evaluation <br /> The City of Everett Parks and Community Services is proposing to replace the <br /> playground at Howarth Park, 1127 Olympic Blvd, Everett, WA 98203. This <br /> memorandum documents the project's stormwater threshold evaluation for <br /> compliance with the 2019 Ecology Stormwater Management Manual for <br /> Western Washington (Manual). <br /> Project Description <br /> This project is in a developed area of the park with terraced slopes, open lawn <br /> areas and wooded areas. Park amenities include two playground areas, two <br /> tennis courts, a restroom, asphalt walking paths, benches, and picnic tables. The <br /> developed park area is adjacent to Glenhaven Creek which drains to Puget <br /> Sound. The work for this project will replace the equipment and surfacing of one <br /> of the play areas and remove only the equipment in the second play area. Both <br /> play areas are contained with a concrete curb. Other than bringing in material <br /> and play equipment., no work is planned outside of the play areas. No <br /> vegetation will be disturbed. The project site plan (Cl) is shown on Attachment <br /> A. <br /> Stormwater Threshold Evaluation <br /> The project will be required to meet New Development Requirements in the <br /> Manual. The Figure I-3.1 flow chart in Attachment C shows that Minimum <br /> Requirements #1-5 will apply to the project as: <br /> 1. The project will create approximately 2,450 square feet of new <br /> playground hard surfaces. <br /> 2. The new playground will be built within the existing playground footprint <br /> delineated by a concrete curb and will convert the existing engineered <br /> wood fiber playground surfacing to a resilient EPDM tile safety surface. <br /> The EPDM tiles will be placed on a concrete base with a pervious <br /> concrete border. The pervious concrete will allow water to drain from the <br /> play area through a sand filter. Below the sand filter water will infiltrate <br />
