Whenever construction will result in a net increase in the amount of afternoon rush hour <br />traffic generated by a site in Everett a traffic mitigation fee is triggered. The current rate is $3,994 per <br />PM Peak Hour (rush hour) trip. <br />Based on industry wide data published by the Institute of Transportation Engineers medical offices <br />(which include opticians) typically generate approximately twice the traffic of a conventional business <br />office.
