Agreement No. WQC-2024-EverPW-00027 <br />WATER QUALITY COMBINED FINANCIAL ASSISTANCE AGREEMENT <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />CITY OF EVERETT <br />This is a binding Agreement entered into by and between the state of Washington , Department of Ecology, hereinafter <br />referred to as “ECOLOGY,” and City of Everett, hereinafter referred to as the “RECIPIENT,” to carry out with the <br />provided funds activities described herein. <br />City of Everett Port Gardner Water Quality Program <br />– Phase 1 Design <br />GENERAL INFORMATION <br />Project Title: <br />Total Cost: <br />Total Eligible Cost: <br />Ecology Share: <br />Recipient Share: <br />The Effective Date of this Agreement is: <br />The Expiration Date of this Agreement is no later than: <br />Project Type: <br />Project Short Description: <br />This project will improve water quality in Port Gardner Bay through the design and future construction of stormwater <br />control, conveyance, treatment, and pumping facilities at the Port Gardner Storage Facility (PGSF) in the city of Everett. <br />This project will provide stormwater treatment for total suspended solids (TSS) and total phosphorus and will increase <br />stormwater detention. <br />Project Long Description: <br />This project is Phase I of a multi-phased water quality program to reduce combined sewer overflows (CSOs) and <br />provide regional stormwater treatment by redeveloping the former Kimberley-Clark Wastewater Treatment Plant into <br />the Port Gardner Storage Facility (PGSF). In Phase I, the RECIPIENT will design stormwater facility best <br />management practices (BMPs) that will add water quality treatment to this new combined sewer storage and <br />stormwater treatment facility.
