Page 2 of 41State of Washington Department of Ecology <br />Agreement No: <br />Project Title: <br />Recipient Name: <br />WQC-2024-EverPW-00027 <br />City of Everett Port Gardner Water Quality Program – Phase 1 Design <br />City of Everett <br />area within the Port Gardner Bay/WRIA 7 watershed. <br /> <br />Phase 1 of the project will include design of regional stormwater treatment and conveyance for approximately 204 acres <br />of currently separated (Sewer M soon to be separated stormwater drainage basins (Grand Avenue Utility Project 1 <br />(GAUP1)/Grand Avenue Utility Project 2 (GAUP2) Basins). The 145-acre Sewer M Basin currently has 100 percent <br />stormwater separation with the required treatment being provided by the Everett Water Pollution Control Facility . <br />Stormwater flows in the Sewer M Basin that exceed treatment flows currently overflow to Port Gardner Bay via Puget <br />Sound Outfall #3. The combined 59-acre GAUP1/GAUP2 Basin currently has no existing stormwater separation, <br />however, a design to separate the stormwater within the GAUP1 Basin has been completed. Design for stormwater <br />separation within the GAUP2 Basin is in the planning stage. Construction of GAUP1/GAUP2 stormwater separation <br />projects are anticipated to commence following completion of the PGSF site and conveyance projects with GAUP1 <br />stormwater separation anticipated in 2029 and GAUP2 stormwater separation anticipated in 2030. <br /> In this project, the RECIPIENT will design stormwater control, conveyance, treatment, and pumping facilities on the <br />PGSF site, as well as three large diameter stormwater conveyance pipelines that will connect completed and near -term <br />stormwater separation projects to the PGSF. Contech CDS pretreatment units will be distributed across contributing <br />watersheds. The treatment, equalization, and effluent pumping infrastructure will be located at the PGSF. The treated <br />stormwater effluent will be discharged into the RECIPIENT’s Deep-Water Outfall 100 into Possession Sound. Phase I <br />includes designs of three stormwater conveyance pipelines. First, a pipe will be installed between Grand Avenue Park <br />Bridge and PGSF site and will divert stormwater flow from the Sewer M Basin to PGSF. Second, a pipeline will be <br />installed along Everett Avenue between Grand Avenue and West Marine View Drive to pick up flows from the GAUP 1 <br />and GAUP 2 Basins and will also connect to a third pipeline. The third pipeline will take separated stormwater flows to <br />the PGSF site.
