There is hereby established it Local Improve- ment District to be called Local Improvement District No. 443 , which district shall include the following described property, to-wit: East half of lots 11, 12, 13, Block 783. Stanford Land 14, 15, 16, 17 and 18. Co. Ts Addition. East half of the 20 ft. strip Block 783. Stanford Land South of lot 18. Co. Ts Addition. Lots 1 to 16, Inc. Block .784. Division "H". 20 ft. strip South of Lot 166 Block 784. Division "H". 20 ft. strip North of Lot 1. Block 829. Division "H". Lots 1 to 18, Inc. Block 829. Division "H". Lots 20 to 34, Inc. Block 830. Replat of Div. "H". Section 4. A special fund is hereby created to be called Local Improvement District fund No.4_443 , which shall consist in the aggregate of the several amounts assessed, levied and collect- ed on the several lots, and parcels of land in said Local Improve- ment District, and the proceeds of the sale of the bonds of the said District, for the purpose of defraying the costs and expenses of such improvement. Cut of said fund shall be paid the bonds, the in- terest thereon and the entire cost of such improvement . Section 5. The costs and expenses of such improvement shall be defrayed by special assessments, payable in ten equal annual in- stallments, with interest thereon at the rate of seven per cent. (7%) per annum, under the mode of payment by bonds, as provided by law and the ordinances of said city. Bonds bearing interest at the rate of seven per cent. t7%) per annum payable on or before twelve years from date of issue, shall be issued in payment of the cost and expense of such improvement, or the amity of Everett may at its election, sell said bonds and make payment in cash in the manner provided by the ordinance of said city.
