4 Seotian, 'I: That the necessity of insuring the safety and se- curity of the supply of water to the city requires the construction of certain additions, betterments and extensions of the existing water supply system now furnishing the `city and its inhabitants with water, and that the gross revenues to be derived from the said system, in- cluding the additions and betterments thereto and extensions thereof herein provided for at the rates charged and to be charged upon the entire system and in the judgment of the City Council and corpor- ate autiorities of the city be sufficient to meet all expenses of op- eration and maintenance, including the operation and maintenance of the proposed additions, betterments and extensions and to provide all proportions or parts of revenues previously pledged to funds for the payment of bonds, warrants and other indebtedness with the in- terest thereon and in addition thereto permit the setting aside into a special fund out of the gross revenues of the entire system amounts sufficient to ipaythe interest on the bonds hereby authorized to be issued as such interest becomes due and payable and to pay and redeem all ,of suOh bonds at maturity. Section 2: That the city ' ouncii of the city of . verett here- by proposes a system or plan for making additi .ins, betterments and extensions to its present water system consisting in particular of acquiring Plowing Lake in Snohomish County as an additional storage, reservoir; acquiring title, by purchase and/or condemnation, to the water shed lands of said lake; constructing headworks and regulating control apparatus for the purpose .of diverting the waters of FlOwing Lake through a pipe line from said lake into the present Sultan River supply pipe line; constructing a connecting pipe line main from Flow- ing Lake to a point on the present Sultan River supply pipe line; acquiring by purchase and/or condemnation all lands, risahts-of-way, property and property rights necessary and convenient for the con- stru:i tion, control, maintenance and operation of such Flowing Lake reservoir, headworks and connecting pipe line, providing all labor, materials and supplies necessary or incident to the 'construction of
