40 J L <br /> 4 <br /> the Street Superintendent, certifying that such walk has been so <br /> restored. <br /> Section 7: No person having or obtaining a permit as herein <br /> provided shall place any obstruction to the free passage of water <br /> in any gutter of any street, avenue, or alley or within three feet <br /> therefrom, or so place any material that the same is liable to be <br /> washed into any gutter by rain; provided, however, that the City Council <br /> may grant written hermits to builders and contractors for their con- <br /> venience to place temporary bridges over any gutter sufficient for <br /> the free passage thereunder of all surface water. No building ma- <br /> terials, rubbish or other material shall be allowed within a reason- <br /> able distance of fire plugs in such manner as to obstruct free ac- <br /> cess to the same. <br /> Section 8: Every person to whom such permission is granted <br /> shall cause all timber, building materials and rubbish arising there- <br /> from to be removed from the street, avenue, alley or public place at <br /> the expiration of the time limited, as herein provided. Provided, <br /> that if, before the expiration of the time limited, it shall be no <br /> longer necessary to keep such street, avenue, alley or public place <br /> obstructed, and in any case, within five days after the workmen shall <br /> have finished their work on the building, all obstructions shall be <br /> removed from such street, avenue, alley or public place. <br /> Section 9: Any person violating any of the provisions of this <br /> ordinance shall be deemed guilty of a misdemeanor, and upon convic- <br /> tion thereof shall be punished by a fine in any sun not exceeding <br /> three hundred dollars ( 300.00) or by imprisonment for any period not <br /> 1 <br /> exceeding ninety days , or by both such fine and imprisonment for each "'� <br /> offense. Each and every twenty-four hours that such materials or <br /> buildings shall be permitted to remain or be in any such street, ave- <br /> nue, alley or other public place without the permit or license here- <br /> in required, <br /> , shall be deemed a separate offense under <br /> this ordinance.
