April 24, 2024 <br />7 <br /> <br />COUNCIL BILL 2404-97 <br /> <br />THIRD AND FINAL READING: <br /> <br />AN ORDINANCE approving the appropriations of the 2024 revised City of Everett Budget <br />and amending Ordinance No. 3983-23 <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Bader, that this is declared to <br />be the third and final reading of Council Bill 2404-97. <br /> <br />The following members of the public spoke: Andrea Tucker and Jean Satti-Hewat. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to amend Council Bill <br />2404-97 to include the following: “An additional $100,000 in Covid Recovery Dollars to the <br />City of Everett’s Communications and Engagement Department (Department 018) for an <br />allocation(s) to be determined by the City of Everett’s Council of Neighborhoods, and in a <br />manner which the Council of Neighborhoods decides. Allocation(s) must meet the following <br />criteria: <br />• In sums no less than $25,000 per funding category, but smaller allocations can <br />come from that category. (i.e. “$25,000 can go to Neighborhood Association <br />Management for mini grants to support website and email management, supplies, <br />mailings, trainings, and other items of interest”) <br />• Shall only utilize existing FTEs within the City of Everett and not require additional <br />staff <br />• Shall not require a commitment to ongoing or reoccurring expenses for the city <br />• A fair and equitable distribution across the whole city and neighborhood network <br />including neighborhoods who are unrepresented at the Council of Neighborhoods <br />No allocations may be made for any purpose or of any size without Council of Neighborhoods <br />Approval. If an allocation includes or requires a Professional Service Agreement(s), the <br />agreement(s) must come before City Council for approval, regardless of size.
