This Notice of Violation and <br />Order to Correct ("Notice and Order" or "Notice") is issued and enforceable under the authority of <br />Chapter 1.20 EMC and other applicable Code sections. <br />DATE OF ISSUANCE: 3/8/2024 <br />RESPONSIBLE PERS[i CITED: (individually and jointly) <br />ADAM & LOIS WELSH <br />904 E CASINO RD <br />EVERETT, WA 98203-6535 <br />PROPERWOWNER: <br />ADAM & LOIS WELSH <br />904 E CASINO RD <br />EVERETT, WA 98203-6535 <br />DATE OF VIOLATION: 4/24/2023 <br />LOCATION OF THE VIOLATIONS: The Property is located at 904 E CASI NO RD, Everett, Washington and ben rs <br />Snohomish County Parcel Number 28050700304200. <br />DESCRIPTION OF WE VIOLATIONS: The City has found the Responsible Person(s) to have committed, or <br />allowed to be committed, the following Code Violations at the Property: <br />An inspection of the exterior residence and the attached garage on 4/24/2023 revealed the garage had <br />been converted to living space without required permits and approvals and was occupied as a rental <br />unit. The inspection revealed the electrical and plumbing alterations included non -compliant conditions <br />creating unsafe equipment, which renders the structure unfit for human occupancy. A wooden roof <br />structure was attached to the residence and Constructed between years 2011 & 2015 without a permit. <br />An inspection of the property on 5/30/2023 Confirmed the tenants had vacated the property in <br />compliance with the Notice of Condemnation. Electrical Permit E2309-237 was issued on 8/29/2023 (to <br />address the known unsafe electrical equipment) and gained partial permit approval on 9/5/2023. Only <br />partial circuits were reconnected, and more work will need to be completed to establish that the other <br />circuits are safe to re -energize. <br />Notice and Order Page f of 4 <br />
