These conditions are violations of the following section of the Everett Municipal Code (EMC), the International Residential Code (I RC) and the International Property Maintenance Code (IPMC: • IRC 105.1 Required. Any owner or authorized agent who Intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shallfirst make application to the building official and obtain the required permit. IPMC 108.1.4 Unlawful structure. An unlawful structure is one found in whole or in part to be occupied by more persons than permitted under this code, or was erected, altered or occupied contrary to law. IPMC306.1 Unlawful acts. It shall be unlawful for a person, firm or corporation to be in conflict with or In violation of any of the provisions of this code. • IPMC 108.1.2 Unsafe equipment Unsafe equipment includes any boiler, heating equipment, elevator, moving stairway, electrical wiring or device, flammable liquid containers or other equipment on the premises or within the structure which is in such disrepair or condition that such equipment is a hazard to life, health, property or safety of the public or occupants of the premises or structure IPMC 108.1.3 Structure unfit for human occupancy A structure Is unfit for human occupancy whenever the code official finds that such structure is unsafe, unlawful or, because of the degree to which the structure is in disrepair or lacks maintenance, is insanitary, vermin or rat Infested, contains filth and contamination, or lacks ventilation, illumination, sanitary or heating facilities or other essential equipment required by this code, or because the location of the structure constitutes a hazard to the occupants of the structure or to the public. CoeeacnvaACTIONS REQUIRE : Before rental or sale of property, the Responsible Persoms) shall takethe following actions to correct the Code Violations at the Property: • Contact the City of Everett Building Division located at 3200 Cedar Street to submit complete permit applications for all the necessary and required permits to bring the structure into compliance. Information on the City of Everett permit application process and required documents can be found at www.everettwa.gov/permits. • Once the permits are issued, then, correct and complete all of the deficiencies that may be present within the structure and have the work inspected and approved, by the Everett City building Division.
