CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 1 Div 5 – SURFACE TMTS & PVMTS March 2024 <br />Work Order No. UP 3814 SP-162 <br />5-04.3(2) Paving Under Traffic <br />Apply the requirements of this Section when the Roadway being paved is open to <br />traffic. <br />Keep intersections open to traffic at all times, except; when paving the intersection or <br />paving across the intersection. During such time, and provided that there has been an <br />advance warning to the public, the intersection may be closed for the minimum time <br />required to place and compact the mixture. In hot weather, the Engineer may require <br />the application of water to the pavement to accelerate the finish rolling of the pavement <br />and to shorten the time required before reopening to traffic. <br />Before closing an intersection, place advance warning signs and signs marking the <br />detour or alternate route. <br />During paving operations, maintain temporary pavement markings throughout the <br />project. Install temporary pavement markings on the Roadway prior to opening to <br />traffic. Provide temporary pavement markings in accordance with Section 8-23. <br />Include all costs in connection with performing the Work in accordance with these <br />requirements, except the cost of temporary pavement markings, in the unit Contract <br />prices for the various Bid items involved in the Contract. <br />5-04.3(3) Equipment <br />5-04.3(3)A Mixing Plant <br />Provide plants used for the preparation of HMA conforming to the following <br />requirements: <br />1. Equipment for Preparation of Asphalt Binder – Equip tanks for the storage <br />of asphalt binder to heat and hold the material at the required temperatures . <br />Accomplish the heating by steam coils, electricity, or other approved means so <br />that no flame is in contact with the storage tank. Provide the circulating system <br />for the asphalt binder designed to ensure proper and continuous circulation <br />during the operating period. Provide a valve for the purpose of sampling the <br />asphalt binder placed in either the storage tank or in the supply line to the <br />mixer. <br />2. Thermometric Equipment – Provide an armored thermometer, capable of <br />detecting temperature ranges expected in the HMA mix, fixed in the asphalt <br />binder feed line at a location near the charging valve at the mixer unit and <br />location convenient and safe for access by Inspectors. Provide plant equipped <br />with an approved dial-scale thermometer, a mercury actuated thermometer, <br />an electric pyrometer, or another approved thermometric instrument placed at <br />the discharge chute of the drier to automatically register or indicate the <br />temperature of the heated aggregates. Provide  device in full view of the plant <br />operator. <br />3. Heating of Asphalt Binder – Provide heating so the temperature of the <br />asphalt binder does not exceed the maximum recommended by the asphalt <br />binder manufacturer nor be below the minimum temperature required to <br />maintain the asphalt binder in a homogeneous state. Provide method to heat <br />the asphalt binder in a manner that will avoid local variations in heating and <br />provide a continuous supply of asphalt binder to the mixer at a uniform <br />average temperature with no individual variations exceeding 25°F. Also, when <br />a WMA additive is included in the asphalt binder, the temperature of the <br />asphalt binder shall not exceed the maximum recommended by the <br />manufacturer of the WMA additive. <br />4. Sampling and Testing of Mineral Materials – Provide HMA plant equipped <br />with a mechanical sampler for the sampling of the mineral materials meeting <br />the requirements of Section 1-05.6 for the crushing and screening operation.
