disturbance conditions, no new fencing will be located within the 20-foot fencing setback per EMC <br /> 19.40.0 10 and EMC 19.06.020. <br /> Two critical area signs will be affixed to the existing and proposed cedar board fence facing away <br /> from the on-site wetland at approximately 100-foot intervals. An additional sign will be posted <br /> along the buffer at the southern property boundary to permanently demarcate the boundary of the <br /> protected area, as shown on the Critical Area Study and Mitigation Plan Map (Appendix C). Exact sign <br /> language and locations shall be approved by the City. <br /> 5.3 VEGETATION RESTORATION PLAN <br /> The applicant proposes to restore 31,091 square feet of disturbed wetland and buffer areas. The <br /> restoration planting areas include Restoration Areas A, B 1, B2, &C. <br /> Restoration Area A is approximately 11,204 square feet and lies within the center of the property <br /> in cleared portions of Wetland A. This restoration measures include planting a combination of <br /> native wetland plantings that will thrive in a wetland environment. <br /> Restoration Area B 1 is approximately 10,667 square feet and is located north of Restoration A, <br /> within the buffer of Wetland A.Restoration Area B2 is 8,910 square feet and is located in the buffer <br /> south of Wetland A. These restoration areas are proposed to contain of a combination of upland <br /> native trees and shrubs, eventually restoring the buffer to a dense forest. Gravel and any debris in <br /> these areas will be removed from the site. <br /> Restoration Area C is approximately 320 square feet, located along the southern property <br /> boundary. This area was historically comprised of lawn and will be restored with grass seed. <br /> 5.4 FUNCTIONS AND VALUES ASSESSMENT <br /> Pursuant to requirements set forth in EMC 19.37.073, critical areas studies shall assess the impacts <br /> of any alteration proposed for a critical area or buffer. The following assessment is intended to <br /> compare the current and post-restoration functions and values. <br /> The methodology for this functions and values assessment is based on professional opinion <br /> developed through past field analyses and interpretation. This assessment pertains specifically to <br /> on-site conditions but is characteristic of similar systems found throughout western Washington. <br /> 5.4.1 Existing Conditions Functions and Values <br /> The areas of wetland and buffer that were cleared (totaling 31,091 square feet) are currently <br /> composed of bare ground or sparse vegetation, including non-native species such as <br /> Himalayan blackberry.
