If any portion of the drainage system for the two lots is shared, such as the pipe connecting the two proposed perforated <br /> stub-outs, a private drainage easement must be provided to the upstream property owner for the portion of the system <br /> located on the adjacent, downstream property. If feasible, the systems must be kept separate in order to avoid conflicts <br /> between neighbors in the future... Therefore, any drainage system on lot 2 should be connected to the catch basin in the <br /> ROW in front of lot 2. <br /> No shared system is proposed for the revised plans.However,a drainage easement to benefit the property to the <br /> west over the existing storm has been added. <br /> The following performance standard for BMP T5.13 shall be included on the storm drainage plans: <br /> 1. BMP T5.13: Post-Construction Soil Quality and Depth <br /> Soil Quality: All areas subject to clearing and grading that have not been covered by hard surface, incorporated into a <br /> drainage facility,or engineered as structural fill or slope shall demonstrate the following at project completion: <br /> a. A topsoil layer with a minimum organic matter content of 10%dry weight in planting beds and 5%organic content in turf <br /> areas,with a pH from 6.0—8.0 or matching the pH of the undisturbed native soil. <br /> Noted, <br /> b. The topsoil layer shall have a minimum depth of eight inches except where tree roots limit the depth of incorporation of <br /> amendments needed to meet the criteria. <br /> Noted. <br /> a. Subsoils below the topsoil layer shall be scarified at least four inches with some incorporation of the upper material to <br /> avoid stratified layers,where feasible. <br /> Noted. <br /> d. Planting beds shall be mulched with 2 inches of organic material. <br /> Noted. <br /> Landscape: <br /> 1. A Landscape Plan, meeting the requirements of EMC 18.28.080 is required to be submitted with the Public Works permit <br /> revisions.Landscape plans must be prepared by professionals licensed or certified in Washington State. <br /> a. The landscape plan may be incorporated into the site development plan or provided separately. <br /> Landscape plan included separately from site development plans. <br /> b. All trees are required to have a minimum caliper of 2.5 inches and a minimum height of 6 feet at the time of planting. <br /> Noted. <br /> c. Trees must be installed,staked,and mulched prior to final approval and recording of the short plat. <br /> Noted. <br /> d, Per the preliminary approval, Landscaping shall be provided consistent with EMC Chapter 18.28.080.G, <br /> 18.28.130.1,and 18.28,140.E and shall consist of the following: <br /> e. Street frontage on 13th Ave W: Qne street tree with ground cover for every 30 feet of street frontage along 13th <br /> Ave W. <br /> Parkway Maples shown along.13th Ave Won landscape plan. <br /> f. Front yard areas: <br /> g.
